The distinction matters for how HR teams design the benefit. A fixed benefit CI policy addresses income replacement and non medical costs that a health insurance policy does not cover, e.g. months of lost salary and family support during recovery. An indemnity CI policy addresses treatment cost coverage for critical conditions specifically.
